The report also cites paper leak concerns, security lapses and poor facilities.

KARACHI: An inquiry report has identified major irregularities in the Board of Secondary Education Karachi (BSEK) matric examinations, including the relocation of more than 170 examination centres, amid allegations of leaks, cheating and administrative failures.

According to the report, prepared by a probe committee constituted on the directives of Sindh Boards Minister Ismail Rahu, the board administration changed over 170 examination centres during the matric exams. Sources said the report has been submitted to the office of the minister for boards and universities.

The recently concluded Karachi matric examinations had drawn widespread complaints, including allegations of paper leaks, bribery and administrative breakdowns that affected students’ ability to take the exams fairly. During the examination period, concerns were raised over systemic mismanagement and the shifting of centres while the exams were under way. Students who had already appeared in multiple papers at one centre were later informed through official letters that their centres had been changed.

The report also comes against the backdrop of concerns over paper security. A Computer Science paper and its answers had surfaced on social media at least 20 minutes before the exam began, raising questions about the scale of the leak and how widely it had spread.

Other lapses were also reported during the exams. These included at least two incidents in which students allegedly brought daggers into examination centres. Basic arrangements at some centres were also described as inadequate, with broken fans, load shedding and poor facilities. In some cases, students were assigned centres far from their schools, while allegations also surfaced that ‘home centres’ had been created within schools in violation of rules.

Recommendations in the report

The inquiry report recommends strict punishment for all officials found responsible for the alleged mismanagement. It also calls for the immediate suspension of BSEK Chairman Ghulam Hussain Sohoo and Controller of Examinations Ahmed Khan Chutto.

According to the report, Sohoo was involved in shifting examination centres in collaboration with various individuals. It further recommends that criminal proceedings be initiated against both officials through the Anti-Corruption Establishment, along with action against other officers held responsible.

The report says disciplinary action against BSEK Secretary Naveed Gujar should be ensured in accordance with the rules. It also states that proceedings under the show-cause notice issued to Deputy Controller Imran Butt should be completed swiftly and that he should be awarded strict punishment.

The report names agents Manzoor Solangi, Imran Butt, Raja Fayyaz and Miraj Ali as being involved in facilitating the centre changes. It also alleges that Headmaster Muhammad Ali, Ayub Shani and Aamir Murtaza acted through the chairman and controller of examinations to have centres altered.

Reacting to the findings, Rahu said a decision would be taken in light of the inquiry committee’s report. He reiterated that no pressure or recommendation will be accepted or tolerated in the matter.

An inquiry into Karachi’s matric examinations has found that more than 170 exam centres were changed during the papers and recommended action against senior BSEK officials.
